Thanks for your email! I've had a look at this for you, and it is a bit confusing how the description of the Icon of Rakaph is written.
It would appear on first glance that that the free reform the Icon gives can only be used at the start of the Movement phase. However, if you read the description of the Incantation of Urgency on page 35 of the Tomb King army book, it does state that the Incantation of Urgency allows the unit it is cast on to make its normal move, exactly like in the Movement phase. This means that the unit with the Icon of Rakaph can indeed use its free refrom, move, then move again with the Incantation of Urgency.
This is not all, you can in fact use the free reform, move, reform again for free and move when the Incantation is cast!
