Edit:
Giving it some thought, there would be some pragmatic or dynamic solutions, for example:
- players get a fixed number of PD/DD with a not too huge gap and extra dice are added as usual (with the usual limit of course). This ensures that the Winds of Magic do not just blow in one direction and depending on how you set the dice distribution, it potentially tones down magic by just having fewer dice at hand. There could also be a D3 or something that shows if the winds blow strong or weak (but for all results, the gap would not be too big).
- a player may not throw more dice at a spell than his opponent has dispel dice after DD distribution (or even DD-1), not ensuring that one can dispel at least the one big spell for the trade off of not throwing dice at the other spells, but at least making it a good probability.
- no more than 6 dice may ever be thrown for a single spell, maybe even only 5 (proposed already, I know).
- no Irresistable Force (but still loss of control). Personally, I really like this as IF is something you cannot really compensate for with manouvering or army creation (staying out of range or not fielding something that is expensive but can easily be killed by magic are not realistic solutions IMO). It makes magic phases more planable... some might even say tactical.
- please don't cry out for edition lag, but if spell selection was a little more risky, less games would be decided by magic. Also, certain spells could reduce the amount of dice available per magic phase. For example, if a player wants to cast Dwellers, he first has to discard a die from his PD pool to do so.

Edit:
- this may seem a little counter-intuitive at first when it comes to toning down magic, but one could couple the restrictions for offensive magic with defensive magic. Imagine for example if there were only 2 extra dice allowed and one would have to choose when creating the army whether they are PD or DD. It would mean that armies with offensive magic have to taste their own medicine because their defense will lack and given the potential magic has, this would maybe encourage people to rather go for the defensive variant. Also, I must say I a a little jealous when I see that Lizardmen have one of the best mages in the game and also 2 "scrolls" and Becalming Cogitation (not in an ETC army, I am aware of that... just in general).
- allow 2 generic Dispel Scrolls (may both be carried by one mage... similar to Gnoblar Thiefstones). Please don't give me the "it was so boring to see caddies in 7th", this is not 7th edition.
